Arm Holdings plc (NASDAQ:ARM) stock fell about 9% Monday as semiconductor and high-valuation technology stocks came under pressure. The Nasdaq fell 0.61%, while the S&P 500 lost 0.29%. Technology dropped 1.4%.

AI Selloff Hits Arm Stock

Arm’s decline came amid a broader selloff in AI-linked semiconductor stocks as investors reassessed the outlook for AI infrastructure spending. The pressure followed a growing debate over whether the industry should slow the pace of advanced AI development over safety concerns.

The Financial Times reported that calls to slow AI development over safety concerns could eventually weigh on infrastructure and capital spending. Semiconductor and memory stocks were among the hardest hit.

AI Safety Debate Intensifies

The debate intensified after Anthropic CEO Dario Amodei called China the "toughest dilemma" in efforts to establish a global "speed limit" on AI development. He cited competitive and military incentives to push ahead. Amodei also called for leading AI companies to coordinate on managing frontier development and safety.

OpenAI CEO Sam Altman and SpaceX CEO Elon Musk supported the broader effort, according to the report. Barclays strategist Emmanuel Cau said a greater focus on AI safety could raise questions about the pace of capital spending. Investors are also weighing what slower investment could mean for global growth and corporate earnings.

That debate matters for Arm because its chip architecture is increasingly tied to data centers and AI computing. As a result, any slowdown in AI investment could temper expectations for future growth.

Technical Analysis

Arm trades 3.2% below its 20-day simple moving average and 9.1% below its 50-day SMA. That keeps the near-term trend bearish.

However, the stock remains 17.8% above its 200-day SMA. Therefore, the longer-term uptrend remains intact despite the pullback.

The MACD remains above its signal line, while the histogram is positive. That suggests selling momentum may be easing.

Arm faces resistance near $267.50, close to its 50-day SMA of $265.60. Support sits near $233.50.

Analyst Outlook

Arm trades at a price-to-earnings ratio of about 270 times, reflecting its premium valuation. The stock carries a Buy consensus rating with an average price forecast of $319.

Rosenblatt maintained a Buy rating but lowered its price forecast to $250 on July 31. UBS maintained Buy and cut its forecast to $320 on July 30. Morgan Stanley maintained Equal-Weight and raised its forecast to $212 on July 30.

Top ETF Exposure

Arm has a 4.39% weighting in the First Trust International Equity Opportunities ETF (NASDAQ:FPXI) and a 4.16% weighting in the VanEck Fabless Semiconductor ETF (NASDAQ:SMHX). It accounts for 6.69% of the Renaissance IPO ETF (NYSE:IPO).

As a result, significant flows into or out of these funds can affect demand for Arm shares.
